Rules and Regulations for Public and Advocates
The following rules, statutory regulations, and code of conduct are set forth to maintain the integrity, professional decorum, and smooth digital and physical functioning of the Central Bar Association, Lucknow (CBAL). Powered by Develop India Online (DIO), these mandates apply strictly to all practicing advocates, bar members, and visiting public users:
- General Conduct & Professional Ethics: All members, including advocates and the public, must adhere to the highest standards of professionalism, mutual respect, and ethics within the premises of the Bar Association and on this digital platform, as prescribed by the CBAL and the Bar Council of India (BCI).
- Adherence to Bar Council Rules: Advocates are strictly bound to follow the standards of professional conduct and etiquette prescribed under Chapter II, Part VI of the Bar Council of India Rules. Any violation of these statutory duties towards the court, client, or opponents will be dealt with under the Advocates Act, 1961.
- Behavioral Expectations & Zero Tolerance: Disruptive behavior, physical or verbal harassment, defamation, or willful violations of the Association's bylaws will result in immediate disciplinary action. This includes the suspension of portal access, revocation of bar library privileges, or formal expulsion from the registry.
- Membership & Enrollment Verification: Advocates seeking dynamic membership or profile activation must submit authentic credentials, including state enrollment certificates and verified COP (Certificate of Practice) details. Submitting forged or misleading documentation will lead to immediate criminal prosecution for impersonation.
- Misuse of Digital Identity & Credentials: The eBar portal accounts, digital ID cards, and access barcodes generated through CBAL are non-transferable. Sharing credentials with unauthorized individuals or proxies to gain illegal entry into restricted bar premises or judicial systems is strictly prohibited.
- Public-Advocate Relationship & Grievances: Public users interacting with the directory or bar premises must maintain respectful decorum. Any complaints regarding professional misconduct by an advocate must be submitted via the designated formal channel of the disciplinary committee rather than causing public or digital disruption.
- Security and Cyber Integrity: Any attempt by users to inject malicious scripts, manipulate member payment logs, or use unauthorized data parsing scripts on this platform powered by DIO will be treated as a cyber-crime under the Information Technology Act, 2000.
